An Evening With Debra Bowen In Downtown LA

Last night I was fortunate enough to be present at a small-group discussion with Secretary of State Debra Bowen hosted by the California League of Conservation Voters.  Despite this being a hectic time for the Secretary of State (E-12, in her parlance), she took a couple hours to fill us in on efforts leading up to this year of three separate elections.

In the final two weeks for voters to be eligible for the February 5 primary, there was a surge of registration.  At a "midnight registration drive" in Sacramento, over 1,500 citizens registered to vote in one day (sadly, registrars in places like Los Angeles County resisted efforts to do the same because it would be "inconvenient" for them to update their voter rolls).  While she had no prediction on turnout in the primary, Bowen was confident that there will be a lot of excitement and potentially a good turnout.  One drawback is the fact that decline-to-state voters have to opt-in to receive a ballot for the Democratic primary (they are shut out from the Republican primary).  When I asked Bowen about this, she replied that counties are required to actually notify DTS voters of their rights, and that some precinct locations will have signage notifying them to that end, but that this is insufficient and her hands are tied by state law to some extent.  The parties who want to welcome DTS voters into their primary have a big role to play in this.  The Democratic Party, if they want to expand their base, should make a legitimate effort to let DTS voters know they can vote in the primary.  It will have the effect of getting them in the habit of voting Democratic and give them a stake in the party.  There are also legislative reforms, regarding mandatory signage inside the polling place, changes to the vote-by-mail process (nonpartisan voters must request a partisan ballot), that can be taken.

Bowen's great achievements since taking over the Secretary of State's office include an insistence on voter security, and outreach to young voters.  On the security front, despite the howls of protest from county registrars, Bowen will be limiting precincts to one touch-screen voting machine (for disabled voters) and will be undergoing increased security and auditing procedures.  A lot of these measures will be behind the scenes, like delivering voting equipment in tamper-proof bags so that evidence of changes to the equipment will be obvious.  And the auditing procedures, with an open testing process, may delay voting results, but are crucial to maintain confidence in the vote.  A court recently ruled in favor of Bowen and against San Diego County in implementing these changes, but she expects an appeal.  As Bowen said, "Since cavemen put black stones on one side and white stones on the other, people have tried to affect election results."  But she is doing whatever possible to make sure those efforts will be supremely difficult in California.  None of her provisions so far are slam-dunks; it's hard to create something foolproof, considering that memory cards for many machines can fit in your pocket, and so many machines are hackable.  But Bowen is making an excellent start.

Bowen was cool to this idea of voter fraud, which has been pushed by conservatives for years.  She described that there has only been one documented case of voter fraud in recent history, and that it's a high-work, low-reward strategy for cheating.  Efforts to stop this non-existent problem include voter ID laws, expected to get a boost with the Supreme Court likely to allow the one in Indiana to go forward, despite Constitutional concerns.  While Bowen deflected many attempts to get voter ID laws enacted in California while on the Elections Committee in the Senate, she believed that such attempts would never pass this Legislature.

As far as reaching out to young voters, we all know about Bowen's use of MySpace and Facebook to keep young voters informed (and yes, she also reads Calitics).  But one measure she talked about last night struck me.  On February 5, over 140,000 California high school students will engage in a mock election, featuring a Presidential primary and three mock ballot initiatives: 1) should the vehicle license fee be ties to auto emissions, 2) should voting be mandatory, and 3) should government do more to stop bullying on social networking sites.  This is an ingenious way to get people interested and excited in politics at an early age, and sounds like a model program.

We have a long way to go on national election reform; Bowen noted that only three Secretaries of State (her, and the two in Ohio and Minnesota) agree that there needs to be a federal standard for national elections.  What we need to do is elect more competent professionals like Debra Bowen and keep pushing the debate in the direction of reform and voter confidence.

are absolutely right about the DTS voters.  I should have more from Courage later this afternoon on what we are doing to help educate voters on their right to participate in the Democratic primary.

at least all the ones I assisted with registration.  Not that any of them wanted to vote in the republican primary...but they all assumed they could pick either one (it used to be that way.)  I told them what was up, but I would not be surprised if a lot of Conservative DTS voters are upset on February 5th.  But they'll be upset at the Republicans, so that won't be such a bad thing.

If a DTS voter walks into the polls on Feb 5th they will be handed a ballot that has a blank space for the president and just has the propositions.  Unless they know to ask they will not be offered the Democratic ballot.  And who knows how well trained the poll workers will be.  I am sure we will hear stories of DTS voters who know they can request a Democratic ballot but are refused one.

Bowen has done everything within her power on this, but there is only so much she can do.

Jan 29th is the last day vote by mail folks can request the Democratic ballot.

Only the elderly seem to want to take time to step up to the plate.

I know that hundreds of calls went out to people in the county and most of the respondents were too freaking "busy" and didn't want to take time out to staff the polls...they wanted more money...the polling place wasn't within walking distance...etc.

Don't blame the pollworkers and their training. BLAME THE VOTERS WHO CAN'T TAKE 10 MINUTES OUT OF THEIR DAY TO LEARN ABOUT THE PROCESS OF VOTING AND READING THE FREAKING MATERIAL SENT OUT TO THEM!

Don't diss the pollworkers. They at least are fully participating in the Democratic process.

DTS and slate mailer (0.00 / 0)
I got one of those lame (I'm assuming pay-to-play) slate mailers in the mail the other day for my husband (DTS) and it featured very prominently that he was invited to vote in the Dem primary, and also emphasized that he would have to request a Dem ballot. I was really happy to see that. If they are spending the $$$ to send those to every DTS in the state, that is good free education on that issue. (I can look up the specifics of who sent it when I get home if anyone is interested.)

I am DTS and was pleasantly surprised to see the mailer. As long as one stopped to read it, it spelled out plainly that DTS voters were welcome to request a Democratic ballot. I also received a voters guide earlier in the month that spelled out the two parties that were allowing DTS voters to vote in their primaries.

for the registrars to send this out, if I read what Bowen was saying correctly.  But it's not enough, clearly.  The CDP should send out their own mailer.

But I am very much intrigued by DTS voters receiving slate mailers that encourage them to vote for president.  I'm just wondering who paid for them.  The party does not do the pay for endorsment mailers.  The only thing the CDP has taken a position on is Prop. 93 IIRC.

DTS hubby got the standard sample ballot thing from the SoS that did include a couple pages emphasizing that DTS can vote in the Dem and AIP primaries. (my Dem sample ballot was the exact same, I think everybody's is the same)

The slate mailer I was referring to (I'm home now so I have it in front of me) was put out by "Voter Information Guide" 13701 Riverside Dr #604, Sherman Oaks, CA 91423. A quick google IDs this as Larry Levine & Associates? Definitely one of those sleazy pay-to-play things, but in this case a helpful one as far as educating DTS about voting in the Dem primary.

Levine mailer (0.00 / 0)
larry Levine is Lloyd's father.  And the slate mailers really are pretty sleazy and intended to sway voters hoping they might believe it is an official Democratic Party mailer.  The folks appear because they paid their way on, no other reason except for the topline high profile Demo candidates to give the mailer the appearance of being official.

The CDP could not afford to send out a slate card to millions of voters unless they raised a couple of millions from us folks or from endorsed candidates who wanted to help pay for a mailer.  Kinda surprising that the YES on 93 folks didn't do that.

Slates published by Larry Levine and in fact most of those types of mailers are not "Pay for play" although they ask for money to get a message out.  Until maybe 15 years ago, political parties were not allowed to endorse in nonpartisan elections and groups of elected officials encouraged consultants (like Larry) who worked for Democrats to publish voter guides representing the Democratic point of view. On those rare occasions when they don't back the party line, it is almost always because the elected Democrats in California are against the party position.  Part of the problem of course is that there is no truly Democratic process to elect State Central committee members, so official party groups are not representative of most Democratic voters.

Come on now, is this Larry ?  He and a bunch of other guys makes thousands and thousands every mailing.  While it very well may have started as an altruistic gesture to support the Party it certainly rarely reflects the CA Demo Party endorsements.  It is almost entirely Pay to Play.  And it's a bit of a cop-out to say the CA Demo Party endorsements don't count as the Voice of the Party, rather convenient to explain away deviation from their endorsements.  You would actually find that elected officials pretty much get what they want in Party endorsements.

That is not at all true.  First, the people publishing slate cards including Levine are almost entirely dominated by the elected leadership of their party.  If Larry was going against the wishes of the leadership of his party in any significant way, they would take apart his son politically.  The same is true of most of the slate people. Even those that are in it for selfish reasons, usually make their money through contacts given to them by elected officials.  They wouldn't risk having the slate blown up by doing something controversial without first having it signed off on by top elected officials.  The same is true on the Republican side.  As for party leadership being Democratic, it is anything but.  They rig caucuses and play games to control the outcome and worst of all shy away from taking stands on issues that cause any controversy among the people that pay their salaries (meaning small donors).  They don't in any way represent the average voter and to criticize any groups including those with a history of activism like say "Speak Out California" which is putting out a voter guide that has some disagreements with the official party position on issues is just protecting a self perpetuating monopoly.

Larry Levine's slate card (0.00 / 0)
   Slate cards are about making money for their publishers. They are usually nothing more. I will say in Larry's favor that this time his positions on the card matched my own (I got the Democratic version). He is in a special position because his son is an Assemblymember running for Senate (the seat from which Kuehl is termed out).  Larry Levine is also supportive of local Democratic Party institutions, such as the DP/SFV and is a major sponsor of the upcoming Sherman Oaks Democratic Club luncheon. (Thanks lots, Larry!) There are worse slate card entrepreneurs around, but it is still a commercial slate card, which is just advertising.

She's apparently gonna be in San Diego to discuss electoral issues at an American Constitution Society event.  I think sometime at the end of next month.  Looking forward to that quite a bit.

Voter registration (0.00 / 0)
Very sad to learn the LA County Registrar failed to encourage maximum voter registration.  Many Registrars were against the bill by Speaker Bon Hertzberg that moved the filing date from 29 days to 15 days because of increased workload.  

At the time they would have preferred to have Election Day registration.  I think it's time to bring that idea forward and enact Same Day Voter Registration.  the idea was originally tried by Hertzberg but killed by Gov. Davis on the advice of his campaign consultants.

before you put forward that idea.

At a time of increased voter registration/activity but decreasing funds for Counties...how do you expect Elections offices to be staffed? Mostly by temporary employees because they are not needed during the non election times.

Who knows if they will show up for any of the other two elections.

Oh, and the REALLY PISSED OFF VOTERS are those who think that by checking "Independent" (i.e, American Independent Party) they can vote for anyone at anytime and come back into the elections office SCREAMING that their Constitutional Rights are being hindered because they were sent a ballot with Presidential candidate names on it they have never heard of before.

Time to get Civics classes back in schools. Time to actually educate the voters on the voting process. Where the hell are the California Democrats on this? Oh, I forgot, they're off buying Fancy Schmancy luggage and wine in France.

The California Democratic Party is simply pathethic. They are thinking that California will always be "Blue" and not doing anything for PR and "marketing Brand Democrat"

I'm really considering after the second Primary, to change my registration to Green.
