Arnold Schwarzenegger thinks small

Really small. He wants to suspend Prop 98, and cut funding for pretty much every state program and department.  You can find his press release about this stinker of a budget at his website. You can find the video of both pressers here.  For a more reasonable summary of what this budget does, here's Speaker Nunez:

"The budget proposed today is what a cuts only budget looks like and the proponents of a cuts only approach need to own it," Speaker Núñez said. "This budget isn't going for an up or down vote today. Clearly if passed as written, it would cause a lot of permanent harm."

Specifically, the Governor's proposal:

ü      Drastically cut funds for public schools and universities, healthcare, services for the poor, and law enforcement;

ü      Proposes across the board permanent cuts to services;

ü      Targets cuts on children, the poor, the elderly, and the middle class;

ü      Results in the closure of 48 state parks and beaches.

ü      Proposes drastic cuts to special education, class size reduction, and career technical education;

ü      Requires giving back hundreds of millions of dollars to the federal government that we can't match, particularly for healthcare; and

ü      Results in tens of thousands of inmates being released early from prison.

Even with the Governor's permanent cuts, the Administration still estimates that our out-year operating deficit will be close to $3 billion.

"It's time for creative thinking and courageous action," Speaker Núñez said. "This budget isn't particularly creative or courageous. But if we have the will, and we stand up for California values then the ultimate budget solutions we come up with can be."

Both the Governator's and the Democrats' Pressers will be on the Cal Channel. Arnold just finished his, the Dems' is at 3:30 this afternoon.

These cuts are reckless and unnecessary (0.00 / 0)
Arnold is balancing the budget on the backs of the poor and the middle class, without insisting that the wealthy pay anything more. The cuts will destroy education in California, gut our health care services, and ruin our natural heritage.

This budget crisis is his fault alone - the elimination of the VLF alone is half the deficit, and his insistence on borrowing instead of revenues to close the last budget hole is responsible for another $3 billion or so in debt repayments. Yet Arnold wants US to suffer so that he can cover his own ass? I don't think so.

Unfortunately Núñez' response also falls short of what is needed. In the 1980s Congressional Democrats routinely pronounced Reagan's budgets "DOA." The same should be said here. Democrats should not even discuss this plan. There's no public support for it and nothing is gained by playing along with Arnold's games.

Instead Dems should ignore Arnold's plan and proceed with their own proposals. Rally the public as was done in 2005. If Arnold won't cave, go to the voters in November, get 2/3 majorities, and govern without him.

That's what true Democratic leadership would look like. We should keep that in mind as voters consider Prop 93 - if they want more time in office, show us that they've earned it.

I hope so.

I think it is getting so bad in California that people are beginning to understand that in order to have even the most basic services, we need to increase revenue.  I think it's time for the Democrats in the State to take on Big Business directly.  An end run around the Republicans and go straight to the people for a change to the super majority rules on raising taxes or at least on a more progressive tax plan in general.  

Of course that won't fix this years Budget....

And the Dems won't do it.

--[The budget is] not real. I know, as Schwarzenegger said in his speech the other night, "Duh!" He knows and we know that there is no way the Democrats in the Legislature are going to suspend Prop. 98 and then cut $4 billion from the schools next year. Nor are they going to cut a similar amount from Health and Human Services. We're talking here about real year-to-year reductions, not just shaving the rate of projected growth. It would mean teacher layoffs and larger classes in the schools, and real cuts in health and social services for the poor. Assuming cuts of that magnitude are going to happen on the Democrats' watch is no more realistic than it would be to assume the Republicans are going to approve an increase in income taxes.

--So if it is not real, what is the real plan? He may not have one at this point. But I would guess he is using this document to try to force lawmakers from both parties to come up with something better. Some of the cuts - in prisons, parks, and schools - cut deeply into things the Republicans value. Perata even talked about restructuring the education budget to punish schools in districts represented by Republicans who vote against the budget. So there seems to be some effort afoot to engage Republicans by showing them that they can no longer vote "no" and still have their priorities funded.

Interesting move, Arnold.

all we need to cut is "fraud and waste"?!

That phrase makes me so crazy. It's like fingernails on the blackboard to me at this point. Do Republicans get paid per use of that phrase or something?

Well, I hope this idea works. About time someone pointed out the ACTUAL things that would have to be cut and slap those fools out of their Norquist spell.

"cut fraud and waste" you should just substitute "magic asterisk here".  Just like supply side economics, it's an invention of David Stockman, and it's just as big a lie.

Let me tell you the fraud part is almost non-existant, but the waste part is very real.  But it's budget dust in the grand scheme of things.

is that once you've cut out the big pieces of fat, it usually takes more money to sniff around and find waste and figure out how to get rid of it, than the amount of money wasted in the first place. People I know who work in government complain endlessly about being buried in bureaucratic paperwork designed to find out if they are waste or not. Sure, some formal evaluation is an essential part of any organizational structure. But under governments infected with Republican fraud-and-waste-cutting fetishes, the burden becomes crushing, leaving drastically less time for actual work. This, from the people who supposedly hate "bureaucracy" and "waste."

there's a lot of waste in almost every corporation.  Any sufficiently large and bureaucratic organization commits a certain amount of waste.  But, a LOT of corporations have figured out that they can externalize that waste by pushing it off on the customer or the supplier (see, for example, every cell phone company, as well as the Just-in-Time delivery systems that Dell and Wal*Mart use, and of course, the externalization of pollution costs).  That's not a luxury that government has in any meaningful sense.

And of course, the interesting question is how much waste is committed vs. the amount of energy and money it takes to prevent that waste.

Arnold is lying to cover his ass (0.00 / 0)
That's what this boils down to.

If I had more time this morning I'd lay this out on the FP; as it is it'll go up sometime over the weekend. The key is:

Our deficit for this year  - 2007-08 - is projected to be something around $2 billion. As of November the LAO projected an $8 billion deficit for 08-09 and 09-10. Those numbers may have gone up, of course, but only by another billion or two.

Arnold is responsible for ALL of that:

$5 billion lost when he cut the VLF
$3 billion in debt repayments on the bonds used to close the last budget gap

5+3=8 (I learned to do that in a California public school, Arnold.)

Now, this would be interesting if Arnold really is trying to back the GOP into a corner. I did find it curious that of the state parks cuts, a LOT of them involved Orange County beaches (including my personal fave, San Clemente). Knowing how much OC loves their beaches, this is something that would get the voters' attention and create pressure on the GOP.

But even if that's Arnold's plan, it's still pathetic and disreputable. A true leader would be honest about what this state needs - more revenue - and would actually propose that, instead of beating around the bush.
