One of the most noticeable issues is the growing opposition from Delta legislators that was <a href=\"http:\/\/www.capitolweekly.net\/article.php?xid=ycvkn5f1oflw8o\">highlighted in Capitol Weekly<\/a>:<\/p>\n<blockquote><p>Assemblyman Roger Niello, R-Sacramento, and Sen. Lois Wolk, D-Linden, don&#8217;t agree on much. But both are against the water plan being negotiated between the Legislature and the governor &#8211; and both think they have the votes to kill it.<\/p>\n<p>Their opposition stems from one thing they do have in common. Each represents a district within the Sacramento-San Joaquin River Delta, the water-rich region at the center of the water policy and bond package.<\/p>\n<p>&#8220;Absolutely there is bipartisan opposition,&#8221; Niello said. &#8220;Lois&#8217; concerns are not the same as mine, but she is nonetheless every bit as opposed as I am.&#8221;<br \/>\n<br \/>*** *** ***<br \/>\n<br \/>[Wolk] added: &#8220;Southern California has to do away with its dependence on the Delta.&#8221; <\/p><\/blockquote>\n<p>Meanwhile, the hard work of actually making it happen is getting some attention from the <a href=\"http:\/\/fresnobeehive.com\/news\/2009\/10\/powerful_teachers_union_consid.html\">California Teachers Association<\/a> and <a href=\"http:\/\/www.latimes.com\/news\/local\/la-me-cap22-2009oct22,0,5461127.column\">the High Broderist George Skelton<\/a>. &nbsp;And the issue of funding is still a mysterious one. &nbsp;Nobody has really laid out a plan, in public, to pay for all of this new construction.
