(<a href=\"http:\/\/www.capradio.org\/articles\/2011\/08\/31\/health-insurance-regulation-bill-done-for-the-year\">Cap Public Radio<\/a>)<\/p><\/blockquote>\n<p>Of course they say it would increase rates, because they can.
