{"id":8880,"date":"2009-05-16T00:00:00","date_gmt":"2009-05-16T00:00:00","guid":{"rendered":""},"modified":"2009-05-15T23:28:08","modified_gmt":"2009-05-15T23:28:08","slug":"inside-governor-hoovers-budget-revise","status":"publish","type":"post","link":"https:\/\/calitics.com\/index.php\/2009\/05\/16\/inside-governor-hoovers-budget-revise\/","title":{"rendered":"Inside Governor Hoover&#8217;s Budget Revise"},"content":{"rendered":"<p>When you go beyond the headlines, there are several interesting elements of the Governor&#8217;s <a href=\"http:\/\/www.gov.ca.gov\/press-release\/12307\">May Revise<\/a> &#8211; which by the way, was illegally delivered, under the February budget agreement, but hey, what&#8217;s the law, right?<\/p>\n<p>We know some of the <a href=\"https:\/\/calitics.com\/diary\/8873\/the-downward-spiral\">major portions<\/a> of the Governor&#8217;s plan &#8211; cutting education, <a href=\"http:\/\/www.sacbee.com\/politics\/story\/1863558.html?mi_rss=State%2520Politics\">thousands of state employee layoffs<\/a>, lots of borrowing (something like 40% of the gap through revenue anticipation warrants), selling public landmarks, etc. &nbsp;First of all, with respect to selling off public property, <a href=\"http:\/\/blogs.kqed.org\/capitalnotes\/2009\/05\/14\/and-now-we-wait\/\">easier said than done<\/a>. &nbsp;<\/p>\n<blockquote><p>Case in point: the governor&#8217;s plan a while back to sell EdFund, the state&#8217;s student loan guarantee fund. It was projected to bring in $1 billion, but still hasn&#8217;t been sold (and was last valued at 50% of its original estimate). I mention that because in this proposal, the governor suggests $1 billion for selling off part of the State Compensation Insurance Fund.
