Skinner&#8217;s &nbsp;office to support AB 1121<br \/>\n<br \/>> Dear Judy,<br \/>\n<br \/>><br \/>\n<br \/>> I appreciate your question regarding Assemblywoman<br \/>\n<br \/>> Skinner&#8217;s response to Steven Hill&#8217;s message about AB<br \/>\n<br \/>> 1121.<\/p>\n<p>> It is accurate, in my opinion, to say that Assemblywoman<br \/>\n<br \/>> Skinner is a swing vote for our bill in committee. &nbsp;<br \/>\n<br \/>><br \/>\n<br \/>> We need 9 votes in the Appropriations Committee to pass our<br \/>\n<br \/>> bill out of committee, and we have 8 votes. &nbsp;&#8220;There are two other members of the committee that are not yet supporting the bill, and they too could be considered swing votes&#8221;. Essentially,<br \/>\n<br \/>> we are 1 vote short of the necessary 9 votes for passage,<br \/>\n<br \/>> and if Assemblywoman Skinner votes in support of the bill,<br \/>\n<br \/>> we pass out of committee. &nbsp; That would have been true on<br \/>\n<br \/>> Weds. of this last week, where her vote would have passed<br \/>\n<br \/>> our bill out of committee, and is probably true for next<br \/>\n<br \/>> Thursday when we will still need her vote.<br \/>\n<br \/>><br \/>\n<br \/>> No votes have been officially recorded on the bill in<br \/>\n<br \/>> Appropriations, but we still know how people were planning<br \/>\n<br \/>> to vote. &nbsp; We know both because the various offices tell<br \/>\n<br \/>> us in advance how they plan to vote, but members also tell<br \/>\n<br \/>> committee staff how they plan to vote. The members of the<br \/>\n<br \/>> committee inform the committee staff in advance of how they<br \/>\n<br \/>> plan to vote in order to give the Chair information<br \/>\n<br \/>> necessary to decide how to proceed on each bill. For<br \/>\n<br \/>> example, the committee has shorthands for many common votes,<br \/>\n<br \/>> such as &#8220;A Roll Call&#8221; vote, which means all<br \/>\n<br \/>> members &#8211; both Dems and Reeps &#8211; vote in support&#8221; and<br \/>\n<br \/>> &#8220;B Roll Call&#8221; vote, which is a party-line split<br \/>\n<br \/>> with all Dems supporting and all Reeps opposing. &nbsp;So we<br \/>\n<br \/>> knew who was with us and who was not. &nbsp;<br \/>\n<br \/>><br \/>\n<br \/>> The bottom line is that if Assemblywoman Skinner votes for<br \/>\n<br \/>> the bill, it moves forward in the Assembly, and if she<br \/>\n<br \/>> either abstains or votes no, then the bill never gets out of<br \/>\n<br \/>> committee. &nbsp;And so far she has not been willing to indicate<br \/>\n<br \/>> a yes vote on AB 1121.<br \/>\n<br \/>><br \/>\n<br \/>><br \/>\n<br \/>> Her lack of support is incredibly surprising to everyone<br \/>\n<br \/>> involved with this legislation, as her district is so<br \/>\n<br \/>> overwhelmingly in support of instant runoff voting &#8212;<br \/>\n<br \/>> probably close to 70% in support (given that Berkeley and<br \/>\n<br \/>> Oakland passed IRV with 69 percent and 72 percent of the<br \/>\n<br \/>> vote respectively). &nbsp;And that disconnect is even more<br \/>\n<br \/>> surprising given how modest this bill is. &nbsp; It is<br \/>\n<br \/>> important to note that this is merely a pilot bill to allow<br \/>\n<br \/>> only 10 general law cities or counties to have an option to<br \/>\n<br \/>> use ranked voting. &nbsp;The bill is completely optional and<br \/>\n<br \/>> mandates nothing. &nbsp;Any city or county that does so as part<br \/>\n<br \/>> of this legislation would be required to provide a detailed<br \/>\n<br \/>> report on the experience which would help inform future<br \/>\n<br \/>> policy choices. &nbsp;In other words, the bill was designed to<br \/>\n<br \/>> re-assure any legislators that might have concerns. So, if<br \/>\n<br \/>> Asm.
