We keep hearing that there will be movement on the water issues, but we&#8217;ve been kicking this one down the can for decades. At this point, it is difficult to see what will be different this year. &nbsp;Especially if the Governor <a href=\"http:\/\/www.sacbee.com\/politics\/story\/2120742.html?mi_rss=State%2520Politics\">demands a multi-billion dollar bond for dams<\/a> as part of any bill.<\/p>\n<p>\u2022 <a href=\"http:\/\/www.mercurynews.com\/localnewsheadlines\/ci_13153100?source=rss&#038;nclick_check=1\">Teach to the test<\/a>! What we&#8217;ve learned in the years since No Child Left Behind is that the test scores are a fairly obtuse method of testing student achievement, and a relatively inefficient means of spending our money. But test away, the government loves them some data. &nbsp;Even the fact that <a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/n\/a\/2009\/08\/18\/state\/n093330D21.DTL\">California improved test scores<\/a> over the past couple years doesn&#8217;t do anything to bridge the achievement gap, nor does is bring back the billions in per-pupil spending that will probably serve to erode these improvements over the next few years.<\/p>\n<p>\u2022 Meanwhile, in Los Angeles, the results of test scores <a href=\"http:\/\/www.latimes.com\/news\/local\/la-me-school-reform19-2009aug19,0,2757230.story?track=rss\">represent something of a failure for Antonio Villaraigosa<\/a> to live up to his rhetoric about &#8220;saving the schools.&#8221; &nbsp;Also, the Locke charter school in South Los Angeles showed the same inconsistent results as the rest of the city &#8211; charter schools are not a magic bullet.<\/p>\n<p><object width=\"224\" height=\"186\" align=right><param name=\"movie\" value=\"http:\/\/www.youtube.com\/v\/rUa04j4fxO4&#038;hl=en&#038;fs=1&#038;\"><\/param><param name=\"allowFullScreen\" value=\"true\"><\/param><param name=\"allowscriptaccess\" value=\"always\"><\/param><\/object>\u2022 John Garamendi&#8217;s <a href=\"http:\/\/cleanseascoalition.org\/index.php?option=com_content&#038;view=article&#038;id=46&#038;Itemid=53\">Clean Seas Coalition<\/a> released a radio ad as well as a YouTube spot (to the right) focusing on an oil severance tax as an alternative to offshore drilling.<\/p>\n<p>\u2022 State politicians are pressuring UC-Berkeley to <a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/c\/a\/2009\/08\/19\/MN2J19A0I4.DTL\">return bones of Japanese war dead<\/a> from the battle of Saipan. The remains have been stored in the anthropology museum for over sixty years.<\/p>\n<p>\u2022 I&#8217;m going to love having <a href=\"http:\/\/tbogg.firedoglake.com\/2009\/08\/19\/carly-failorina\/\">TBogg<\/a> comment on the Carly Fiorina candidacy for the next year: &#8220;Hi. I&#8217;m Carly Fiorina. I laid off 15,000 people at Hewlett-Packard and walked away with a 21 million dollar check and on the day that I was fired HP&#8217;s stock jumped 6.9%. So&#8230;.um&#8230;well&#8230;. Jesus, 9\/11, freedom, success! Also. Wolverines!&#8221;<\/p>\n<p>\u2022 Lesson learned: don&#8217;t put your <a href=\"http:\/\/news.yahoo.com\/s\/nm\/20090819\/ts_nm\/us_wildfire_marijuana\">30,000 marijuana plants<\/a> next to a raging wildfire, where they may get noticed by authorities. &nbsp;It appears the fire in the Los Padres National Forest may have been caused by a campfire put together by pot growers.<\/p>\n<p>\u2022 The LA County Board of Supes <a href=\"http:\/\/www.latimes.com\/news\/local\/la-me-king-hospital19-2009aug19,0,3749466.story?track=rss\">unanimously voted<\/a> to reopen King hospital, provided that the UC partner with the county. &nbsp;The ball&#8217;s in the regent&#8217;s court now.<\/p>\n<p>\u2022 A non-native Asian clam <a href=\"http:\/\/www.mercurynews.com\/california\/ci_13153828?source=rss\">has invaded Lake Tahoe<\/a>. They are principally around Zephyr Cove and South Lake Tahoe, but have been gradually gaining territory.
