I’ve had some discussions with friends off-line, and I was wondering, how much would it cost to restore/rebuild California?  How much would it cost to bring teacher salaries in line with national standards, adjusted for regional costs of living?  How much would it cost to repair the infrastructure?  To rebuild the schools?  To repair all the potholes?

Essentially, how much would need to be spent on capital costs to restore California to a pre-Prop 13 status, and how much more would we need to spend annually to maintain that status?
