  2. Quite clearly, there’s a provision for a “Maintenance of effort” that explicitly and specifically anticipates and blocks such shenanigans as:

    Since the federal school money doesn’t flow through the state, the main way that state leaders could use it to solve the state’s budget gap would be to reduce payments to schools by a like amount, $1.2 billion.

    Indeed, the way the MOE provision is structured, I have worries that California can qualify for this money at all, since we have no budget for 2010-2011 and since the other backstop, funding levels for 2006, is higher than the Governor’s last proposal.
