How could we go about getting an Instant Runoff voting system adopted for the primaries?

IRV has a lot of advantages, and if you don’t know what I’m talking about look it up on wikipedia 😉

A lot of the worry about “extremist” candidates and/or the party powers-that-be dominating the primay could be addressed by adopting an IRV system in my opinion.  This should be a change that is doable, perhaps locally to start with.  But how do we do it?
