Here are some important points about the teacher stimulus bill that Obama just signed, with respect to California.
1. The law requires that the state show “maintenance of effort” – ie, it cannot cut its share of funding and accept the federal dollars in lieu of that funding. Until and unless California passes a state budget, it’s unclear if California will qualify for the funds.
2. I have an analysis that suggests that the May revise that the Governor sent out, with its proposed education funding, sets the bar too low to qualify for these funds, depending upon the final projected state revenues.
The methodology for distributing money to schools is not yet firmed up, whether it will be per ADA or using some other formula. If it is divided evenly, it appears to me it would provide approximately one teacher per 300 students.
The bill does require funds be issued within 45 days, so that is good, even though it will come after the beginning of the school year.
