I could not believe my eyes when I read in George Skelton’s column that Darrell Steinberg is proposing raising all state income tax rates by 1% except the top rate. What?
Raising all rates except the top one would flatten the progressivity of the income tax. This should be an absolute non-starter, even when paired with lowering the sales tax. When taxes need to be raised, they should be raised progressively — the top rates must increase more than the lower rates, to maintain the current ratio of lowest to highest rates.
