Candidate Lutz slams Hunter’s vote protecting rapists

Lutz offers praise for other members of San Diego’s Congressional delegation

San Diego County, Calif. (August 2, 2010) – “Sharing data with tribal governments when the Justice Department declines to prosecute may help us solve open cases that occur on tribal land, and that makes sense,” said Ray Lutz, Democratic Congressional Candidate for the 52nd District.

Lutz was responding to a recent vote by Congressman Duncan D. Hunter. Hunter voted against allowing tribal councils to prosecute rape suspects under their own laws and justice system when the defendant is an outsider accused of committing a rape on tribal land and the Department of Justice has declined to prosecute. Since a Supreme Court ruling in 1978, such cases have fallen into a “jurisdictional vacuum.”

“After witnessing the horrible crimes against Chelsea King and Amber Dubois close to home, it’s very sad to see Hunter siding with rapists and criminals,” Lutz said. “It is just one more reason I am happy to be on the ballot to replace him.”

Hunter was one of 92 Republicans to oppose The Tribal Law & Order Act of 2010 (HR-725). Local Congressmembers Darrell Issa (R-CA-49), Brian Bilbray (R-CA-50), Bob Filner (D-CA-51), and Susan Davis (D-CA-53) all voted for the bill.

A recent study by Amnesty International found that one in three Native American women will be raped during their lifetimes, more than double the rate for non-native women. Over 86 percent of rapes against Native American women are carried out by non-native men, according to the Justice Department.

Lutz, whose grandmother was Cherokee and who is a member of the Native American Caucus of the California State Democratic Party, applauded the passing of the bill.

“This is the type of work the Congress of the United States should be performing every day,” Lutz said. “Why has it taken so long to happen?”

Lutz was reacting to Senate Republicans’ filibuster of the Small Business Lending Fund Act, which would create a $30 billion lending fund for small businesses.  The bulk would be used to help community banks and credit unions start lending money again to local businesses.

Republican Congressman Duncan D. Hunter, Lutz’s opponent, voted no on the measure in the House June 17–four days after telling local business leaders that he shared their concerns over the need to help community banks and credit unions free up funds to lend to small businesses.

CANDIDATE LUTZ CALLS CONGRESSMAN HUNTER OUT ON HIS ANTI-AMERICAN SANCTUARY CITIES “GAG-ORDER”

LUTZ SAYS IMMIGRATION POLICY TOO IMPORTANT TO BE USED AS PARTISAN ELECTION FOOTBALL

El Cajon, Calif. –

“Hunter wants to stop the debate, but he knows he can’t pass his gag order — he’s just playing partisan politics to get in the news,” said Ray Lutz, the Democratic challenger to California’s 52nd Congressional Seat. “I say let the courts chew on Arizona’s SB-1070 law and decide once and for all if it is unconstitutional. What’s the harm in that?”  

Lutz, 52, spoke in rebuttal to recent statements by Rep. Duncan D. Hunter, who this week introduced a bill into the U.S. House designed to block the department of justice from prosecuting its case against the State of Arizona for passing a law mandating all persons to carry immigration documents.

“Congressman Hunter’s support of this Arizona-type of immigration control amounts to a type of Produce Tax,” said Lutz. “If we had this kind of law affecting California’s central valley, ag labor costs would shoot through the moon – and the cost for each family to put food on the table would increase considerably.”

Lutz said Hunter’s bill aims to force the DOJ to cut Criminal Alien Assistance funds (SCAAP) from counties, such as San Diego, where law enforcement doesn’t demand immigration paperwork in every encounter with suspected immigrants. Last year, San Diego County received nearly $3 million in SCAAP funding for much-needed alien detention reimbursement, which could be in jeopardy if Hunter’s bill ever became law. The bill is seen to have very little chance of passing, however, as only five items of Hunter-sponsored legislation have ever become law – most of which were ceremonial, nothing more.

In previous statements, Hunter’s anti-immigrant stance has taken him beyond simply endorsing Arizona’s unconstitutional law. In April, The Congressman received heavy criticism for saying he would favor deporting “natural born American citizens that are children of illegal immigrants,” because the country couldn’t “afford” to continue current practices.

“Disrepecting birthright citizenship flouts the 14th amendment to our constitution, and suggests we should revisit the civil liberties gained after the Civil War” said Lutz. “This guy is representing us and he can’t even respect the bill of rights. Which right will he go after next?”

Republicans are Selling America Short

What does it mean to sell something short? I always thought it meant that you just didn’t appreciate the value of something.  But on Wall Street, there are two types of bet, one expecting eventual appreciation of the value – a long position – and one expecting the value of the investment to fall – a short position. A short position means you will borrow the security from someone and sell it, and then buy it back later, hoping in the meantime that the stock as fallen. Indeed, it is “selling short” instead of “buying long.”

Of course, we remember the $550 million penalty slapped on the wrists of Goldman-Sachs for their recent double-dealing, where

“hedge fund Paulson & Co. helped pick the underlying securities and bet against the investment vehicles.”

Basically, a short position means you are betting against the company or fund. If you have any control of the company or fund, this is highly improper because you can easily undermine the value by making bad decisions, something no one expects you to do, and thus the penalty for Goldman Sachs.

But this is indeed exactly the position the Republicans find themselves. If they can make the economy stay really bad through the election, they may actually gain power by making the Democratic majority and Obama/Pelosi/Reed look terrible. In their view, they find it advantageous to bet against America, and to do all they can to make sure we stay in this recession, or better yet, if we can double-dip, that would make them even happier.

What do they do?

Well, they vote as a block against financial reforms designed to help keep our economy stable. They want everything unstable, for consumers to be ripped off by credit-card companies and unscrupulous banking practices. They want the consumer down and to stay down. Another meltdown, in fact, would be great right now.

Secondly, they voted against the extension of unemployment insurance benefits. Of course, they know that the vast majority of people out of work right now are in that predicament only because of the economic melt-down that started in 2008 and has only barely reached the bottom. It has nothing to do with the idea that these workers want to be out of work. They don’t, they want to get bak to work, as as soon as possible.

Unemployment insurance payments is one of the most effective ways to boost the economy, since these families will immediately spend this money for their basic needs and outstanding bills. As each person is paid, they pay others and that boosts the economy like nothing else.

Except for one thing. You see, the condition of our economy is largely what we say it is. When everyone says it is bad and no one is spending money, no one spends money and it is bad alright. However, as people start to feel a little better, they start to spend more, and that money circulates and gets the whole thing going again. But if we keep saying it is absolutely terrible, it will stay that way even longer.

So I doubt you will hear the Republicans start saying the economy is looking brighter, even if it is. They want it to be bad. They want the Democrats to fail, and they want America to fail. They are betting against American and they are selling it short.

Such a bet isn’t illegal, but it should be. Our representatives should be working for America to succeed, not to fail. Those who are betting against America must be removed from office before they ruin our economy even more.
